Pennine Lancashire Community Safety Partnership – Districts
Community safety is all about the issues that make people safe, or unsafe, in their communities.
Achieving safer communities depends on everyone working together to find local solutions to local problems.
Everyone has the right to feel and be safe – to make sure this is possible, this responsibility is shared between:
- the community
- the public sector (such as the Council and the police)
- The private sector (such as Housing Associations)
- the faith sector (such as the local church)
- voluntary organisations.

About Us
Each local council is required by law to work together in partnership with the police constabulary, office of the police and crime commissioner, health partners, the fire and rescue service and the probation service.
Every year, Pennine Lancashire prioritises and addresses the issues that really matter in our borough. Our aim is always to work to tackle issues that have an adverse impact and to identify solutions to improve the quality of life for all our communities.
We actively collaborate with partners throughout the Pennine area to create focused initiatives, projects, and plans addressing community safety issues. These initiatives include hotspot strategies, conferences, and both short-term and long-term projects.
The CSP’s priorities
The CSP will focus on the following five priorities over the next three years:
- Anti-Social Behaviour & Neighbourhood Crime
- Prevention of Root Causes (Drugs, Alcohol, Early Intervention, Preventative Interventions)
- Domestic Abuse and Violence Against Women and Girls (VAWG)
- Serious Violence
Every year, Pennine Lancashire prioritises and addresses the issues that really matter in our borough. Our aim is always to work to tackle issues that have an adverse impact and to identify solutions to improve quality of life for all our residents.
We aim to work with partners to manage both high risk and repeat offenders by using our intensive powers, using advanced technology alongside appropriate support programmes to break the cycle of offending and provide a rapid response in cases where the risk of offending escalates.
